To be fair, I haven't really been a fan of the Coen brothers since A Serious Man, which I also think is the best film they've made.

You either a) Enjoy the journey or b) hate it

There is no in-between for the ILD. Llewyn Davis is probably one of my favorite characters of the year. Every character is relatable and believable, the music in the film was amazing, the cinematography was on par with Her (maybe even better), the film perfectly showed how a typical week in his life goes, and thats why I think its a top tier film.

Overall I think 2013 is the best year for movies since I've been alive. 1999 is the only year that even comes close to it. I think itll be up there with 1939. I think at least 3 films will make it into the AFI top 100.

12 years, gravity, mud, philomena, american hustle, her, ILD, wolf of wall street, before midnight, prisoners, place beyond the pines, nebraska, dallas buyers club, short term 12, blackfish, enough said, fruitvale station, captain phillips, the hunt, frances ha, spectacular now, blue jasmine, rush, worlds end, frozen, act of killing, etc

Like that list alone is god tier

Llewyn Davis lacked a lot of character development for me, and I also thought the music in the film was really lackluster considering the film was about that music. But I do agree with your point about the cinematography; it was absolutely gorgeous, although personally I prefer the style that Her was going for I can't deny that ILD was a beautiful film to look at. However, nothing in the film really gripped me at all. There were moments that I thought were fantastic, such as the scenes with John Goodman, even though I thought his character was also underdeveloped and could have improved the film greatly with more of his presence.
