I used to tunnel my Cube online all the time back in the day (using the GameCube's broadband adapter). Unfortunately, due to Nintendo's beliefs, only three games were ever made LAN capable; 1080 Avalanche, Kirby Air Ride and Mario Kart: Double Dash. Through various softwares such as WarpPipe and Xlink (similar to Xbox's XBConnect), we could play our LAN capable games online. From 2003-04, I was heavily involved with MKDD tournies and the Cube tunneling scene in general.

Anyways, a few of the guys I used to tunnel with got into the homebrew scene. From here, they managed to write some software that would use an Action Replay exploit through one of the Phantasy Star Online games and would allow people to play non-LAN capable games (i.e., SSBM). They found a way to collect controller data and have it sent to the host's IP address as packets that would in turn allow online MP. It's a rather complicated process that hasn't had support in years since the GCN is nearly obsolete. Another game that they were working on was Sonic Adventure Battle: 2 (which turned out fairly flawless from what I can remember).
tl;dr - GCARS-SC is homebrew software that allows offline games to have a LAN mode.

Now, what are you talking about, haha?

Oh, I remember I tried to play PSO once; my buddy let me borrow his broadband adapter but I never figured it out.

Im talking about Netplay on Dolphin. It has a built in service. You just copy a code and paste it to your friend or somebody in IRC and you can play like that. You have to play people near you otherwise theres lag obv.

The different between the Dolphin and GCARS-SC is obviously one is an emulator, the other an exploit. You're able to use your physical disc and all. Obviously this method is far more complex and costly than the emulator/controller adapter.

Once I move into my new house I'll most definitely get everything rollin' with this.

Where do you live, Charlii? I wonder what our ping would look like.
