WASHINGTON — House Republicans narrowly pushed through a bill on Thursday that slashes billions of dollars from the food stamp program, over the objections of Democrats and a veto threat from President Obama. The vote set up what promised to be a contentious fight with the Senate and dashed hopes for passage this year of a new five-year farm bill.

The vote was 217 to 210.

Republican leaders said the bill would make needed changes to a program that has grown out of control.

Democrats, though, called the cuts to the food stamp program draconian and said millions of hungry people would lose their benefits.

“It’s a sad day in the people’s House when the leadership brings to the floor one of the most heartless bills I have ever seen,” said Representative James McGovern, Democrat of Massachusetts. “Its terrible policy trapped in a terrible process.”

The bill would cut $40 billion from the food stamp program over the next 10 years. It would also require adults between 18 and 50 without minor children to find a job or to enroll in a work training program in order to receive benefits. It would also limit the time those recipients could get benefits to three months.

According to the Congressional Budget Office, nearly four million people would be removed from the food stamp program under the House bill. A Census Bureau report released on Tuesday found that the food stamp program had kept about four million people above the poverty level and had prevented millions more from sinking further into poverty.

Historically, the food stamp program has been part of the farm bill, a huge piece of legislation that had routinely been passed every five years, authorizing financing for the nation’s farm and nutrition programs. But in July, House leaders split the bill’s farm and nutrition sections into separate measures, passing the farm legislation over Democrats’ objections.

The move came after the House rejected a proposed farm bill that would have cut $20 billion from the food stamp program. Conservative lawmakers helped kill the bill, saying the program needed deeper cuts.

The passage of the House food stamp bill most likely ends any chance of getting a new five-year farm bill. Senate leaders have criticized the House nutrition bill and have said they will not consider it.

“The House bill will never see the light of day in the Senate,” Senator Debbie Stabenow, Democrat of Michigan and the chairwoman of the Senate Agriculture Committee, said during a floor speech on Wednesday.

Doesn't seem like the first thing that should be on the list to cut. What's military spending at these days? And I'm really struck by the fact that as a country we've introduced federally mandated healthcare, yet food stamp funding is being cut. I mean, they have to see the relation between malnutrition and health conditions right?

Soccer moms would have a meltdown if you took their SUVs away let alone considering using a bicycle as alternate transportation when the weather allows.

The EBT program is actually scammed left and right but idk if it had to be cut this far back. People used to gamble straight out of their EBT debits (cashouts) in local bingo halls here. Store owners with merchant accounts would payout cash against an EBT card sometimes for as little as twenty cents on the dollar although it converted EBT into straight cash which you could use to buy booze or whatever.

The problem with the "food stamp" program is that it isn't actually a "food stamp" program any more. They need to go back to using actual, real FOOD STAMPS that can only be used for food in a real brick-and-mortar store instead of collecting EBT cards for eight kids and then going to play fucking bingo with it.

You can buy energy drinks if they claim to have vitamins. It is stupid. I try to be mindful and get generic brands to make it stretch.

I have Connor on SNAP (food benefits) and prefer the card over literal food stamps. It's faster and less discriminatory and WIC was the same way. I don't know how people abuse it or get items that aren't food. When I use my card I have to specify "food" vs. "cash" because I only have food benefits. I'm wonderin if you (rvid/mike) are seeing people use it when they have "cash" benefits? I can only get food or items to grow food. No household items, diapers, alcohol, medicine, etc. I think you can do whatever with cash benefits though. :/

I know people use to sell and trade their food stamps in the past which is why they switched to the card, I think anyway. I'm the only authorized user for my card and get carded sometimes when using it. You have to fill out additional paperwork with SSN to authorize others.

And again, shows they never focus on the right things. I don't know how you can be republican and be okay with what they're doing and what they focus on.

Limit access to health care and clinics (clinics close/jobs lost), limit access to abortions--->sonogram law supposed to save 80,000 lives a year etc, reduce funding on food stamps, reduce funding on medicaid, etc.

Yeah real smart move republicans. Intrusive to boot!
